About the company

Ofer & Nir Ltd. has been working since 1999 on earthworks, excavation and shoring, slope stabilisation, underground infrastructure, roads, demolition and recycling. 27 years of work in Jerusalem and central Israel, for public bodies and main contractors.

Since 1999

The company was incorporated on 6 September 1999. From 2002 we expanded into demolition, excavation, and the crushing and recycling of construction waste and surplus soil. In 2004 we were registered with the Registrar of Contractors as contractor no. 24244.

Between 2003 and 2016 we carried out excavation and shoring, infrastructure, retaining walls and ongoing maintenance at Hadassah Ein Kerem and Hadassah Mount Scopus. In the same years we excavated for the Malha and Binyanei HaUma railway stations; demolished four buildings and excavated and shored for the School of Engineering at Givat Ram; and removed and replaced contaminated soil at Rafa Laboratories in Har Hotzvim.

Between 2009 and 2013 we built the Shalva Center in Bayit Vegan in three phases, one of the projects with the most complex shoring systems built in Israel: a shoring wall almost 40 m high, anchored walls and 40 dunams (1 dunam = 1,000 m²) of public open space. In 2010 we were certified to ISO 9001; the current standard is ISO 9001:2015, Ronet. Between 2011 and 2013 we also crushed and processed aggregates at the Even Vesid quarry in Modi'in. Recognised Contractor for Government Works since 2015.

In the last decade: Mekorot's Ein Kerem station (2017–2019), the northern portal of the Blue Line for Moriah (2021–2023), the Japanese pagoda at the Botanical Gardens (2021–2024), framework contractor for Elad Municipality (2022–2024), the accident black spots on Route 437 for Netivei Israel, and the Pierre Koenig underground car park for Shikun & Binui – Solel Boneh. In December 2025 we were registered as a contractor and supplier with the Engineering and Construction Division of the Israel Ministry of Defense, and since the start of the war we have been renting engineering plant to the Ministry of Defense.

Today we are licensed by the Registrar of Contractors in Branch 200 (roads, infrastructure and development), classification C-4, and in Branch 260 (water, sewage and drainage lines), classification B-1.

How we work

Schedules
"Strict adherence to the schedules" comes up again and again in the letters from Hadassah, Sanhedria HaMurchevet, Elad Municipality and the Botanical Gardens.
Working inside live sites
At Hadassah we worked inside a working hospital, in coordination with its management and security staff. In Elad, in coordination with the municipality's City Improvement Department.
Quality and safety
A quality management system certified to ISO 9001:2015, and safety consultants and inspectors through every stage of the works, without exception.
What we dig goes back into the site
A mobile crushing and screening plant, up to 2,000 m³ a day, turns construction waste and surplus soil into reusable material.
