Framework contractor, Elad Municipality

Between 2022 and 2024 we were Elad Municipality's framework contractor: several projects, each with its own bill of quantities. Among them a city cycle path of approx. 3.4 km, the rehabilitation of Quarter H, squares, accessibility works, milling and overlay, and ongoing maintenance.

The challenge

A framework contractor works to the municipality's needs. In Elad we carried out several separate projects, each with its own bill of quantities, alongside ongoing maintenance of roads, sidewalks and underground systems. Every job was coordinated with the municipality's City Improvement Department, and the projects were managed for the municipality by H.Y. Azatzi Project Management. The largest of them is the city cycle path: approx. 3.4 km of 4 m-wide cycle path with a 2 m sidewalk alongside it.

What we did

The framework contractor's projects:

  • Cycle path, phase 1 and phase 2, and cycle path rehabilitation
  • Quarter H rehabilitation and Ivco Park in Quarter H
  • Horse farm — petting zoo
  • Country club car park and the cultural centre
  • HaGefen Square; Rabbi Yehuda HaNasi Street; Chernobyl Yeshiva — development works
  • Accessible ramp on Shimon HaTzadik Street; accessible pedestrian crossings
  • Milling and overlay, small works and ongoing maintenance across the city

Cycle path, phase 2 (approved account, 2024):

  • General excavation11,989 m³; trench excavation and rock cutting — 840 m³
  • Imported fill of recycled construction material (Type C select fill)30,723 m³; Type A subbase — 6,207 m³
  • Asphalt concrete for the cycle paths14,306 m²; interlocking paving stones and natural stone — 6,772 m²
  • Kerbs and garden edging9,888 m; site stripping — 15,835 m²
  • Lighting: 252 lighting columns 4 m high and 252 LED luminaires, 260 foundations, approx. 3,800 m of cable trenches and 5,000 m of cable
  • Drainage: 243 m of reinforced concrete pipes, 30 gully inlets and 6 manholes
  • Painting and marking6,573 m of lines and 134 cycle symbols

What sets it apart

The cycle path is built largely on fill made from recycled construction material: approx. 30,700 m³ in phase 2 alone. Our work in Elad did not start in 2022. In 2017–2018 we built Route 4711, the city's northern access road, for the Ministry of Construction and Housing. In 2022 we became the municipality's framework contractor for development, paving and carriageway overlay, underground infrastructure, landscaping and irrigation works.

The projects were carried out with strict adherence to the projects' schedules and objectives, in full and continuous coordination with the municipality's City Improvement Department, and to the complete satisfaction of the client.
